EPIC Finance Team at D.A. Davidson & Co. structured and secured $112,322,766 in tax-exempt financing for the City of San Diego

The EPIC Finance Team at D.A. Davidson & Co. structured and secured $112,322,766 in tax-exempt financing for the City of San Diego (the “City”)  through an Equipment Lease Purchase Agreement supporting the implementation of an Energy Savings Performance Contract (ESPC).

The project, led by Willdan Energy Solutions, includes a broad range of energy, decarbonization and infrastructure improvements across the City, including lighting, advanced controls, streetlighting, HVAC, solar and battery storage, water systems, roofing, building envelope, backup generation, and related electrical upgrade work.

The EPIC Finance Team developed and executed a lease-purchase financing structure aligned with procurement requirements and long-term energy savings performance—expanding what’s possible through innovative financing in support of the City’s energy savings goals.
