FEMP Funding Opportunity - Assisting Federal Facilities with Energy Conservation Technologies
On May 26, 2016, FEMP issued a Funding Opportunity Announcement (FOA) on the EERE Exchange titled "Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) 2016." The AFFECT FOA (DE-FOA-0001574) will provide grants to federal agencies to establish a program that provides an effective agency process to utilize the ENABLE-ESPC and for subsequently applying the process to identified energy savings projects. The ENABLE contract is a streamlined ESPC for small sites that is limited to the following five types of energy conservation measures: lighting; water; controls for heating, ventilation and air conditioning (HVAC); replacement of HVAC equipment and solar photovoltaics (PV). The anticipated total funding level for AFFECT is $3.0 million, with anticipated funding per award to be between approximately $200,000 and $1 million. Letters of intent (LOI) are due by June 27, 2016, and full applications are due by July 27, 2016. Applicants must submit a LOI to be eligible to submit a full application. To apply to AFFECT, applicants must register with and submit application materials through the EERE Exchange. Uniform Methods Project for Determining Energy Efficiency Program Savings
The U.S. Department of Energy (DOE) and DOE’s National Renewable Energy Laboratory (NREL) have published additional protocols for estimating energy savings for residential and commercial energy efficiency programs and measures. DOE has collaborated with the nation’s leading experts to develop these documents, which can be adopted by public utility commissions, utilities, program administrators, evaluators, and others. The protocols provide a straightforward method for evaluating gross energy savings for each of the most common residential and commercial measures and programs offered by ratepayer-funded energy efficiency programs in the United States. Using a single measurement and verification protocol to calculate the energy savings from a particular measure or program will increase the credibility of the reported savings. This increased credibility will give regulators, policymakers, and other stakeholders a greater level of confidence about reported savings and reduce the risks of investing in energy efficiency.
