Policy Priorities
State Advocacy
NAESCO Works with the states to enact laws, craft regulations, and
implement programs that are fair, open, competitive, and that deliver
substantial, measurable energy savings. NAESCO works to ensure that
state legislators, regulators and policy makers recognize business
realities and deliver appropriate incentives to generate project
investment.
Public Funding for Energy Efficiency
NAESCO state advocacy work concentrates on supporting public
funding of energy efficiency and renewable energy programs and has
produced significant results in California, New York, New Jersey,
Texas, Colorado, and New England.
State Building Programs
NAESCO is working with the states of California, New York,
Virginia, Pennsylvania, Maryland, Massachusetts, and Louisiana to help
organize and implement large-scale energy efficiency, distributed
generation and renewable energy programs for state and local
government facilities. NAESCO advocates programs founded on standard
industry business practices, offering fair and appropriate incentives,
which deliver significant energy saving and build a robust,
competitive energy efficiency industry.
Model Documentation
In conjunction with NASEO and Rebuild America, NAESCO has developed
model documents, including enabling legislation for states interested
in utilizing performance contracting at public facilities and model
guidelines for states seeking to implement the legislation once
passed. In addition, NAESCO has also developed sample RFQs and RFPs.
Federal Advocacy
NAESCO has concentrated on its Federal Advocacy in several areas:
- NAESCO supports full funding for DOE's Federal Energy Management
Program and works to make sure Congressional appropriators recognize
the value of the ESPC program and FEMP's key role in the program.
- NAESCO supports ESPC program amendments which strengthen and
expand the program and supports making the program permanent.
- NAESCO has supported energy efficiency set asides in the state
implementation plan (SIP) calls at EPA.
- NAESCO supports the adoption of demand response elements in the
future FERC rulemakings and policy orders.
- NAESCO also continues to work with its trade allies to support
streamlined interconnection standards for small DG projects.
